Overview
Released in the latter half of game version 1.1, Changli is a 5★ sword user of the Fusion element specialising in dealing area-of-effect damage. She can be used as both a main DPS or sub-DPS, provided that the player is able to manage her True Sight state and Enflamement stacks (shown below). Changli had a lot of hype leading up to her release, with her character design and voiceover captivating a lot of players, and Kuro Games’ marketing department allowing us to try her out during the Mt. Firmament storyline only made everyone more enthusiastic to open their wallets to get her. And boy did Kuro deliver.
Changli’s Forte, in classic Kuro Games fashion, looks and sounds more complicated than it actually is. The bottom line of it is as follows:
- Whenever Changli casts her Intro skill, Resonance Skill or Basic Attack 4, she enters True Sight state for twelve seconds
- When in True Sight state, the next basic attack she uses will either cause her to blink towards an enemy and smack them with her sword (when on the ground) or turn into a phoenix and charge at them (when in the air or when she jumps)
- Doing either action consumes True Sight and grants Changli a stack of Enflamement. When she gets four and fills up her Forte bar, she can use heavy attack to self-immolate and explode, dealing Resonance Skill damage to everything around her and resetting her Forte bar
Oh, and with every Enflamement stack she burns away her jacket more and more until it’s gone completely. I’m sure nobody will have any ideas about that detail.
Of particular note are her Inherent Skills which work fairly specifically, and Kuro being Kuro decided to not explain them clearly enough. The first of the two is Sweeping Force, which grants Changli 20% Fusion DMG Bonus and allows her to ignore 15% of enemy defence when casting either her Forte attack or Resonance Liberation. These are not character buffs, but rather skill enhancements. For this reason, they do not have a specified duration since those effects apply to those moves only. The second skill, Secret Strategist, works the exact same way, granting 5% Fusion DMG Bonus per Enflamement stack to her True Sight attacks and nothing else. On that note, the attack-increasing effect listed in her Resonance Liberation only applies to her Forte attack and is also not a buff either.
Despite having a strong, flashy, and well-designed kit, Jinzhou's Secretary-General is the first character to feel the aftermath of Jinhsi’s release, with some calling her mediocre due to her damage being more evenly spread out across her skill rotation instead of being backloaded into a single six-digit blow and as such, is not quite as visually impressive. This however is not the case in reality: Changli is very much a strong and (more importantly) fun character to play, whether in Tower of Adversity, Illusive Realm, or the open world in general. Time will tell how long she will stay that way, but given her good mix of damage-dealing and supportive capabilities, she’s sure to stick around for at least several patches.

Changli Rotations
Rotations should always be taken with a grain of salt. Enemies are NOT sandbags and WILL ATTACK YOU. Several factors such as Parries, Dodge Counters, and being knocked back will affect how you approach the rest of your rotation.
Main DPS Forte Circuit Loop
This is Changli’s primary rotation when used in the main DPS role. In order to consistently pull it off, you’ll have to buffer her heavy attack inputs by holding the key during another attack’s animation. This is done to avoid using True Sight: Charge, as True Sight: Conquest deals more damage and regenerates more Resonance energy while still providing Changli with all of her Forte’s benefits.

If you opted to use Viridblaze Saurian instead of Inferno Rider, you can summon it at any time while on the ground, as the combo is too short to do it twice.
Sub-DPS Forte Circuit Loop
Changli’s sub-DPS combo differs slightly from the standard Forte loop. The main difference is that this time around, True Sight: Charge is a desirable move as it is quicker than True Sight: Conquest which is important as a sub DPS where speed is the name of the game. Additionally, her Resonance Liberation is an afterthought as you will generally only be able to use it every other rotation. However, this only matters in Tower of Adversity or when fighting Tactical Holograms, as in the overworld, this rotation is more than enough to either heavily damage or outright kill most enemies, including bosses.

Parry Windows
Disclaimer: This is a work-in-progress section and will be updated as we learn more.
Being a melee character, Changli is able to parry incoming strikes with all four of her basic attacks, Dodge Counter and plunge attack. Note that a successful dodge will chain into Basic Attack 3.
While in the air, Changli’s basic attacks are still able to parry, albeit with a less forgiving hitbox. Always be ready to dodge if you feel like you cannot time it properly.
Both portions of her Resonance Skill (True Sight: Capture) can parry incoming attacks.
True Sight: Charge and True Sight: Conquest are another case of strange interactions in Kuro Games’ lengthy portfolio of such. Despite playing the deflect sound effect, they are not able to parry attacks.
Despite what the animation would initially suggest, Changli’s Resonance Liberation is a contact skill and as such can parry enemy strikes normally.
As per usual, Changli’s Intro can be used to parry an attack if timed correctly, but attempting to do so deliberately can be considered to be highly impractical.

Verina, being an universally strong support, synergises well with all main and sub-DPS characters thanks to the ATK and All DMG Amplify effects that she offers. Changli, who likes dealing damage, and preferably a lot of it, is no exception to that. | ||

Being the most obvious premium synergy for a sub-DPS Changli, Encore greatly appreciates the Fusion DMG Amplify effect from Changli’s Outro. However, Encore’s rotation has to be cut short to allow for her Cosmos Rupture to cast while the secondary Resonance Liberation DMG Amplify buff from Changli’s Outro is still active. Depending on your Encore’s investment level and the fight’s circumstances, this may or may not be a DPS increase over simply running her full rotation. | ||

The general online discourse seems to forget that Chixia exists and that she also likes Changli’s Fusion DMG and Resonance Liberation DMG Amplify effects for the exact same reasons as Encore. While admittedly a tough sell over just using Changli as the main DPS instead, it’s still very much a valid synergy for all the Chixia enjoyers out there. | ||

While Changli will never provide the same quality of support as Jianxin or especially Yinlin, Calcharo will still greatly benefit from the Jinzhou Secretary-General’s Outro. | ||

Honourable mentions
Yangyang | ||
A rather unpopular pick that in the case of Changli can actually lead to some worthwhile results. Yangyang’s damage and pulling power are nothing to write home about until all of her Resonance Chain nodes are unlocked, but her Outro’s energy regen effect allows for certain Resonance Liberation shenanigans that would be too impractical to pull off otherwise, like getting two casts in a single Changli rotation. Not that you’d ever need to do that with her damage numbers, though. Otherwise, she’s a pretty solid budget sub-DPS pick to support Changli if you do not have anyone else raised. | ||

Taoqi | ||
Another Resonance Skill-oriented character, and yet another instance of Taoqi turning out to be extremely mid, even if invested into and played optimally. While Changli undeniably would love to make use of Taoqi’s Resonance Skill DMG Amplify Outro, she runs into the issue of Taoqi’s rotation being very slow without giving her a rank 5 Discord. Still, she’s not the worst character you can pair Changli with if you’re on a budget, provided you have Discord. | ||

Mortefi | ||
Between True Sight attacks not counting as a basic attack and his first Resonance Chain node only triggering on actual Resonance Skill casts instead of all Resonance Skill damage, Mortefi’s Resonance Liberation barely does anything before unlocking his 6th Resonance Chain node. With it, he becomes a lot more useful thanks to the extra attack he provides. Although by that point, you might realise that there are other, cheaper options if it’s just ATK you’re looking for, and Mortefi is better used somewhere else. | ||

Changli’s True Sight attacks, which serve as her primary source of damage, take their attack multipliers from the Resonance Skill node and count as Resonance Skill DMG despite being called Basic Attacks in their descriptions. While prioritising her Forte Circuit second might look like a sound idea, her Resonance Liberation provides a greater boost in damage output in comparison.
Weapons
The best weapon for Changli unsurprisingly turns out to be her signature sword Blazing Brilliance. Between its high base attack, critical damage bonus secondary stat, and the ridiculous amount of Resonance Skill DMG Bonus it provides, that small extra bit of ATK% from its weapon skill locks it in as the best DPS--oriented sword. If pulling for it is not an option, Emerald of Genesis is a more than acceptable backup pick, sporting the same high base ATK and some quality of life in the form of extra energy regen.
As far as 4★ swords go, it's mostly business as usual. Commando of Conviction proves itself yet again to be the single best budget sword in the game, sporting a high ATK% bonus for its rarity when combined with its active effect. If you prefer a quick-swap playstyle though, you might be more interested in Lunar Cutter instead. Sure, it doesn’t buff Changli’s attack as well as the Commando, but the buff also isn’t reliant on an Intro skill being cast. The battle pass-exclusive Lumingloss, while a really good sword overall, scales extremely poorly with ranks on Changli due to her not using “real” basic attacks that often. To shake things up a little, Sword#18’s base stats prove to be just enough to make it a usable option for Changli. While you likely won’t be able to utilise its active effect, worry not - you aren’t missing out on much.
If none of these options are available, Sword of Night is as always a reasonable stand-in until a better weapon can be acquired.

Active Echo Recommendation
Molten Rift: Inferno Rider - The technically-best option for Changli if running the Molten Rift set. Not that the bar is set particularly high considering that every Fusion element Echo released to date is just depressing to use. Its 12% Fusion and Basic Attack DMG Bonuses are locked behind a lengthy 3-hit combo animation that can only be cancelled around two seconds in if you don’t want to miss out on the buff. Depending on your equipped Echoes and weapon, this buff might be insignificant enough that applying it will be more trouble than it’s worth. Always try to use it during another character’s combo to pre-buff before starting an actual skill rotation.
Molten Rift: Viridblaze Saurian - If you came to the conclusion that Inferno Rider is too annoying to fit into the team’s rotation, then this oversized komodo is your only realistic alternative as of version 1.1. By using it, you trade the raw damage output and Fusion buff of Inferno Rider for the convenience of not having to deal with quickswaps and potentially being able to summon it twice during Changli’s skill rotation. It also doesn’t interrupt the equipped character’s actions, which to be honest, is the only objectively good thing about it as its damage is very mediocre on a good day and not even a true AoE. With that in mind, treat the Saurian only as an honourable mention.
Lingering Tunes: Mech Abomination - The only viable choice for the Lingering Tunes set if you insist on using it. It deals a somewhat respectable amount of damage and buffs your attack by 12% for 15 seconds. It also provides its benefits without sacrificing character field time or interrupting any actions, which is certainly a perk worth pointing out.
Moonlit Clouds: Impermanence Heron - The best pick for Changli if she’s running the Moonlit Clouds set as a sub-DPS. Not that you should, but alas. While it does nothing to buff Changli herself, it doubles down on the buffing aspect of the Moonlit Clouds set, providing more ATK to the next character you’ll be switching her to.

When selecting your 4-Cost Echo main stat, be mindful of your equipped weapon’s secondary stat. Swords with innate critical chance bonus will prefer Critical DMG%, while the rest will prefer Critical Rate%.
If using Blazing Brilliance, you also might want to consider ATK% on one of your 3-Cost Echoes due to the sheer amount of Resonance Skill DMG the weapon provides her with. Although it puts you at the mercy of substat RNG more than usual, even a single Resonance Skill DMG Bonus roll is enough to surpass any realistically achievable double Fusion% setup.
