You can find the first 26 Wintry Bells in the marked location above. All of them are pretty much near each other in Tolling Stream. But the area is fully white so you may have a hard time spotting the flowers. In that case, do refer to the video on top to see the location of each flower.

For the last 15, you can buy it from Koko in Shifang Pharmacy, Jinzhou. You'll need a total of 45,000 Shell Credits to buy all of them.
